 The 2008 WASB Effective Bargaining Seminar will focus on these big issues. Other bargaining issues are emerging and affecting all districts. Federal tax rules relating to tax-sheltered annuities, alternate benefit and cafeteria plans and year-round pay schedules are changing. WASB staff will review these tax changes and recommend responses at the bargaining table. Health-reimbursement accounts and health-savings accounts offer the possibility of significant restructuring and reduction in other post-employment benefit costs. The 2007-09 round of teacher negotiations is in full swing. Approximately 25 percent of districts have settled teacher contracts. Others have not started. The big issues are health Insurance benefit and carrier changes, retirement health benefit reductions and salary schedule restructuring. School boards are demanding health and retirement benefit cost control.
