Open Enrollment Numbers on the Rise The number of students open enrolling from one district to another is expected to continue to rise in the coming school years. When open enrollment began with the 1998-99 school year, 2,464 students transferred school districts. For the 2008-09 school year, 28,028 students were counted as new or continuing transfers. That number is expected to grow this school year. With the open enrollment deadline recently closing, media around the state has begun reporting on open enrollment numbers. The Wisconsin Rapids Tribune reported that the “transfer gap” has begun to shrink at area school districts. The Kenosha News offered this article on a parent group in the Paris School District that helped triple the number of students open enrollming into the district. With some districts gaining students, that means that others are losing students. An article in the Manitowoc Herald Times Reporter revealed that as of January, the local school district had 122 students opting to open enroll out of the district compared to 64 students transferring into the district.
