Legislative Council study process tries to adapt to COVID-19

Typically, during the summer of even-numbered years (the “interim period”) when the Legislature is not meeting regularly, the Joint Legislative Council establishes a number of special study committees to study topics of legislative interest.

These special study committees explore issues in greater detail than is typically possible while the Legislature is meeting regularly.

This year, given the challenges the COVID-19 pandemic presents to its traditional model, the Legislative Council proposes to establish just one study committee that will meet likely virtually for as long as is advisable.

This proposed study committee will focus on Public Disclosure and Oversight of Child Abuse and Neglect Incidents, and will be chaired by Rep. Patrick Snyder (R-Schofield) as the chair with Sen. Kathy Bernier (R-Chippewa falls) as vice-chair.

In addition, the Legislative Council staff will be asked to prepare six legislative interim research reports on six subjects, including three that may be of interest to school leaders: Dual Enrollment, Criminal Sentencing of Juvenile Offenders; and the Workforce Development System. These reports will provide legislators with a detailed background on each topic and options for legislation reflecting recommendations solicited from stakeholders for each topic.

Finally, the Legislative Council staff will present a webinar-style symposia series on three subjects, including the following two that are likely to be of interest to school leaders:  Early Literacy and Autism.
